Designing to Trump's agenda

Finally it looks as if Donald Trump's dreaded wall on the Mexican border may go ahead.
Footage has been released of four prototypes. Doubtless this is quite an interesting engineering problem - looking at robustness against cost and logistics. But who is designing these? Probably some fairly skilled engineers.
Which raises the old problem of what construction professionals should design and when they should say no. What about prisons? Military installations? Buildings for despotic governments? The answers are often difficult to determine and will be different for everybody. But the question is certainly worth asking.
